The new manual user enrolment interface has removed the ability to view a user's profile before enrolling them. For large sites this was an essential feature for checking that you were enrolling the person you were intending to.

While MDL-60830 would go some way to helping with this, people enrolling users are not necessarily in possession of any of the information in the user identity so need to be able to view the profile.
