Workshop-Rubric: Sanity check missing on assessment form

      Description

      Step to reproduce:
      1. Login as Admin to a given course
      2. Create a workshop activity and set Grading strategy is Rubric
      3.  On "Setup phase", at "Edit assessment form", only fill Description on Criterion and do NOT fill any "Level grade and definition" and save
      4.  On "Assessment phase", at step Assess submissions, will face error "You have to select one of these items"
       
      The assessment form should either have at least 2 radio buttons (Level grade and definition) as required field or sanity check that validate the form (at least 2  of the radio buttons have content associated with them.
