'Late submissions are allowed' should only be displayed for students who have missed submission deadline

      1. Create a course with at least 1 editing teacher (t1, ..) and 2 students (s1, s2, ...) 
      2. Create a workshop
      3. Setup the workshop and in Submission settings tick the Allow submissions after the deadline checkbox
      4. NB: Teachers/admins can see the text 'Late submissions are allowed', but only students who have not submitted their submissions can see this text after the submission deadline.
      5.  At submission phase login as s1 and submit a submission
      6. Log in as t1 and go to workshop settings, under Availability modify the Submission deadline so that the deadline has passed at the moment of testing
      7.  After submission deadline login as s1 (who already have added a submission to the workshop) ** and you should NOT see the text 'Late submissions are allowed'
      8. After submission deadline login as s2 (who have not added a submission to the workshop) ** and you should see the text 'Late submissions are allowed'

      Description

      'Late submissions are allowed' should not be displayed in the 'Submission phase' before submission deadline, in order to encourage students to submit their work on time. 

      As an aside the Assignment tool gives tutors the ability for students to submit after the submission cut-off date. It would be good to have a similar process here rather than a blanket late submission across a cohort of students.
