If you create an assignment that does not require any submission (disable all submission plugins) the grading table will not display the "Filter" dropdown below the table.

However if you go and access the grading ui, the paging bar in the top right does display a filter offering "Submitted, Not submitted" etc.

This is some what inconsistent.

There may be scenarios where there is no submission, but the "granted extension" or "Requires grading" filters should be displayed!
