made changes for support of utf8mb4. Unfortunately as part of that change, the Barracuda storage format was made mandatory, as was the use of innodb_large_prefix. This is a problem for shared hosting users, who generally can't make use of either of these things. This change was merged in a point release, not a major release. This prevents shared hosting customers from upgrading to get moodle security fixes on their current stable release branch. MDL-48228
