      CI Tests cover most situations

      Manual testing:

      1. On a site which is not available globally (i.e. localhost) navigate to:
        Site administration -> Badges -> Add a new badge
      2. Wait for 10 seconds
        1. Confirm that the following message is displayed on the page

          Your site is not accessible from the Internet, so any badges issued from this site cannot be verified by external backpack services.

      MDL-61177 creates a form of regression. We are now waiting for the badge API to check external connectivity, and sometimes this takes longer than 10 seconds and causes test failures.
