So, according to this comment, admin/process_email.php has been broken/deprecated for some time, and yet it's still around in Moodle.
Having implemented this on our instance back in 1.9, and having never seen any notice about deprecation of this facility, I recently spent fruitless time trying to make it work because our institutional email server (MS Exchange) doesn't support plus-addressing which is required for the new IMAP-based inbound email processing facility.
Please remove admin/process_email.php from Moodle.
