Add support for new "allow" iframe attribute

      Description

      Developers on the Chromium Project have disabled permissions by default in iframes that point to an external source as part of an initiative to give users more protection from malicious framed content.

      Any content being framed on Moodle that requires access to geolocation data, microphone, camera, midi, or encrypted media will no longer work as of Chrome 64. The content will not work again until Moodle adds support for the "allow" iframe attribute described in the link above.
