Forum: Permalink not accessible to screen readers

      Test

      1. Navigate to the forum in Moodle as a teacher.
      2. Verify that each post in the forum has a list of actions that can be done on it below the forum post text.
      3. Use tab to move focus to the "permalink" after a forum post.
      4. Verify it is read as "permalink" (it will probably say "Navigation, permalink, link").
      5. Press enter to activate the link
      6. Verify page scrolls to the forum post
      7. Verify the forum post has a blue border on the left hand side
      8. Verify the screen reader says "Section main article, POST SUBJECT TEXT by AUTHOR NAME, article"

      Permalink feature not accessible to screen readers

      Applies to: WCAG 2.0 A 1.3.3 “Sensory characteristics”, A 1.4.1 “use of color”

      Description: Color is used to identify the permalinked post/reply upon activation of the permalink button. The URL generated for the permalinked post does not automatically receive focus, and it is unclear to a screen reader user an action has occurred.

      Steps to replicate:

      1. Open a forum
      2. Enable JAWS or NVDA
      3. Activate the permalink control for a post/reply

      Note that JAWS/NVDA has no announcement that a post has been permalinked. No announcement of the permalink URL is provided, and it is unclear to a screen reader that an event has occurred.
