Ability for Tutors to Submit Assignments on Behalf of Students

If students have issues submitting an assignment to Moodle it is common for them to email a copy to their tutor.

Tutors then need to upload on behalf of the student.

Currently the only way to do this is to "log in as" the student, however this is not a capability tutors have by default and not one they really should have.

Being able to upload assignments on behalf of a student outside of the "log in as" route would be desirable.

If this were done it would need to work with plagiarism plugins and treated as a student submission.

Goals:

Allow tutors to submit assignments on students behalf without requiring the "log in as" capability.

User Stories

As a teacher I should be able to submit an assignent on a students behalf from the "view grade all submissions" page.
