Description
Make Show gradebook to students setting more visible and easier to change
Overview
We have the Show gradebook to students set to No for our Course default settings, which allows teachers to setup their gradebook prior to making it visible to students (this prevents students being confused about grades that may not have been calculated properly yet).
Many of our instructors do not realize that the gradebook is not visible to students when the course is made visible (the course visibility is handled automatically on the first day of class).
It would be helpful if the visibility of the gradebook was prominently displayed on the Grader report page. It would also be helpful if a teacher could easily change the visibility setting directly from the Grader report page (some sort of toggle button that would serve to display the current status and allow the user to easily change the setting from No to Yes and vice versa).

Requirements
Add a toggle to the Grader report page that prominently displays the status of the gradebook visibility to students, and that also allows the user to quickly change the visibility setting from No to Yes, and vice versa.
