Allow editing teachers to apply a point value to all questions at once in a quiz

Goals

Provide editing teachers with an efficient way to manage the points per question on a page during the quiz creation/editing process by providing an option to "apply to all"

User Stories 

As a teacher, I should be able to apply a point value to all questions within my quiz with the click of a button so that I do not need to apply a question value for each question individually.

Requirements

Ideally, the feature would be available on the quiz editing page and would allow for easy application of a point value to all items added, speeding the process for deployment if/when item value is not 1.

Should not impact any existing quizzes where points were set manually. 

Should still allow editing of individual point value for each item (if necessary)
