      To be tested using both theme_boost and theme_clean

      1. Pull git://github.com/dmonllao/moodle.git MDL-61486_master
      2. Go to "site admin > data privacy > data registry"
      3. Look at that beautiful "Edit" dropdown button next to "Set defaults" button
      4. Navigate to the button using the keyboard (Tab to move and Enter to expand and follow) and follow one of the links to ensure that you are properly redirected to another page

      I would love to slightly extend action_menu and family. This would greatly help us make GDPR's data registry compatible with both bootstrap 2 and bootstrap 4 themes.
