User Tour: Include ATTO text editor

      1. As admin navigate to Site administration > Plugins > Filters 
        1. Disable 'MathJax' filter
        2. Enable 'TeX notation' filter
        3. Enable 'Display emoticons as images'
        4. Enable 'Convert URLs into links and images'
      2. As admin, navigate to user tours management ( Site administration > Appearance > User tours)
      3. Click one of the usertours names, and then click on one of the steps.
      4. Expected result: Make sure the step Content field shows an Atto editor.
      5. Modify the text in a rich way (make it bold or add a link) and some image and save it.
      6. Expected result: Scroll the list of steps to see the content was changed.
      7. Reset the tour using the 'force the tour to be displayed' in the tour step list page.
      8. Navigate to the relevant page in Moodle, to view this recently updated content.
      9. Delete the recently created user tour.
      10. As admin, navigate to user tours management ( Site administration > Appearance > User tours) and import attached 'tour_MDL-61674.json'
      11. Confirm the formulas, emojis, links, list elements, etc. are rendered properly.
      12. As admin navigate to Site administration > Plugins > Text editors > Manage editors
      13.  Make 'Plain text area' editor primary moving it to the top
      14. Navigate to user tours management ( Site administration > Appearance > User tours)
      15. Go to one of the user tour step lists and edit one of the steps.
      16. Confirm you could choose and change the format of the content using the dropdown under 'Content' textarea.

    Description

      The user tour in 3.4 is a great addition, but I am unable to add links in the content box to our support site. The text box is just text with no formatting or hyperlinks. Can ATTO be used for the content box?
