      From stronk7's comment in MDL-60762:

      3) More yet, I quickly searched codebase, looking for '/admin/' occurrences unrelated with moodle_url/set_url... and I found some of them that, effectively, could be causing some aspects or moodle not to work properly when the directory has been moved. Worth checking IMO.
