Add "markasreadonnotification" in the user default preferences

      The workaround is the following. if you want to force a value for everyone, you must go in mdl_user_preferences and change the markasreadonnotification value with a SQL query.

      The markasreadonnotification param seems to be missing in the user defaults preferences UI. After the forum tracking param, we should be able to decide if we, as admins, want also the "When sending forum post notifications" activated or not. Currently, every user has to change this manually through their forum preferences. For big instances, this could be problematic.
