Implement core_privacy for mod_data and datafields

      1. Create an instance of database module, enable comments and ratings
      2. Add one field of each type
      3. As two students add some entries to this database, comment on your own and other person's entries, add ratings. Create also some records without comments or ratings
      4. As a teacher (or admin) also comment on and rate entries.
      5. Export your data as a student. Make sure that:
        • All records that you have created are exported, files and tags are included
        • All comments and ratings on your records are exported
        • Records made by other users are only exported if you have rated them or made comment on them. In this case only your ratings and comments are included
      6. Request to delete your data and process it. Make sure that:
        • All records created by you are deleted
        • All comments that you made on other users' entries are deleted
        • All ratings that you set for other users are NOT deleted
