Testing Instructions:
- Check the content of lib/upgrade.txt and mod/upgrade.txt on each branch.
- TEST: Make sure the files mention the need to implement the privacy API to allow the site to become GDPR compliant.

This is very important change for plugin developers and it was not mentioned in any upgrade.txt

Activity modules developers need to be specifically notified about privacy API because they usually hold user data, so I suggest to do it in both lib/upgrade.txt (for all plugins) and mod/upgrade.txt (special attention to activity modules)
