Implement core_privacy for tool_recyclebin

      Testing can be completed by running the attached testwithmanager.php script (see --------MDL-61571-------- for the original script location) in the Moodle root folder. Make sure you've purged the caches (php admin/cli/purge_caches.php), before running testwithmanager.php.

      1. Check that tool_recyclebin plugin is compliant
      2. Check that tool_recyclebin plugin is a null provider
      3. Check that the null reason is valid

      You should receive a script output like:

      == tool_recyclebin (tool_recyclebin\privacy\provider) ==
      		 
          Claims not to store any data with reason:
      		 
            'The Recycle bin plugin does not store any personal data.'

      Implement null provider for tool_recyclebin

      This plugin does have a database table 'tool_recyclebin_course' but it does not contain any identifying user data.

      No userid is tracked within this table's records.
