Implement core_privacy for tool_cohortroles

      Testing can be completed by running the attached testwithmanager.php script in the Moodle root folder. Make sure you've purged the caches (php admin/cli/purge_caches.php), before running testwithmanager.php.

      1. Check that tool_cohortroles plugin is compliant

      If your Moodle instance does not have any cohorts created and cohortroles added, you should receive a script output like:

      Testing the compliant plugins:

      == tool_cohortroles (tool_cohortroles\privacy\provider) ==
      		 
          Found 1 items of metadata
      		 
          Nothing to export.

       
      If your Moodle instance does have existing cohorts and cohortroles added, you should receive a script output like:

          Found 1 items of metadata
      		 
          Successfully ran a test export
