Course: The tool-tips is not display when hover on activity completion checkbox

      Step to reproduce:

      1. Use Browser IE 10 on Win10 Or Firefox.
      2. As a teacher, insert an activity into a course having Activity completion set to "Students can manually mark the activity as completed"
      3. Login as a student
      4. Go to Course home page
      5. Hover the completion checkbox of the activity to mark the Activity complete
      6. Cross-check the tool tip is displayed.

      The tool tips for activity completion checkbox is not display when user hover on IE 10 on Windows 10 and Firefox

      However, this is not happen on IE 10 on Windows 7

      Step to reproduce:

      1. Use Browser IE 10 on Win10 Or Firefox.
      2. Login as a student
      3. Go to Course home page
      4. Hover the completion checkbox of activity for example: "How confident are you?" to mark the Activity complete.

      Actual: The Tool-tips is not display
      Expected: The Tool-tips should be display as example: Not completed: How confident are you?. Select to mark as complete.
