Unable to scroll a long drop down in the custom menu

      1. Login as admin
      2. Take care about theme cache: it must be rebuilt due to a change in a (S)CSS file, by means of an explicit purge or since you've bumped the Moodle version due to other issues being integrated
      3. Install a large number of language packs
      4. Make sure the language dropdown is available in the navbar and contains more languages than fit the dropdown size
      5. Open the dropdown and verify you can scroll down to the last language.

      Description

      https://qa.moodle.net/ has a custom menu used to display&set a language from those available in Moodle: you can't scroll the drop-down to select a language out of the inner height of the  window.
