See questions link for random question slot on quiz edit page doesn't include tags in filter

Set up

1. Log in as admin
2. Create a course (c1)
3. View the question bank questions for c1
   1. View course c1
   2. edit cog > more > question bank > questions
4. Create 3 questions in the “Default for c1” category
   1. question 1 with no tags
   2. question 2 with the tag “foo”
   3. question 3 with the tags “foo” and “bar”
5. Create a quiz activity (quiz1)
6. Edit the quiz

Random question no tags

1. Add a random question to quiz1 from the “Default for c1” category and no tags specified
2. Click the “(See questions)” link next to the random question you just added
3. CONFIRM that you are taken to the question bank page and no tags are added to the filter. You should see all 3 questions

Random question single tag

1. Add a random question to quiz1 from the “Default for c1” category and add the tag “foo” to the filter
2. Click the “(See questions)” link next to the random question you just added
3. CONFIRM that you are taken to the question bank page and the tag “foo” is in the filter. You should see questions 2 and 3

Random question multiple tags

1. Add a random question to quiz1 from the “Default for c1” category and add the tags “foo” and “bar” to the filter
2. Click the “(See questions)” link next to the random question you just added
3. CONFIRM that you are taken to the question bank page and the tags “foo” and “bar” are in the filter. You should only see questions 3
