WCAG 2.0 level AA requires a contrast ratio of at least 4.5:1 for normal text and 3:1 for large text. When I put the default link colour into https://webaim.org/resources/contrastchecker/ it fails for normal text size. In Moodle 3.4 it passes so this can be seen as accessibility regression.
