Facilitate drag and drop to reorder activities in the grade book setup page.

On the course page activities can be reordered with a simple drag and drop interface, but the function on the grade book setup page still involves the legacy method of clicking a move button and then waiting for the page to load, clicking a button to indicate the new location, and waiting for the page to reload again. This is time consuming when trying to reorder numerous activities.
