Participants page pagination not 'holding' filter.

To test:

1. Go into a course with more than 22 participants
2. create group 'twenty-two'
3. add 22 users to the group
4. Open "Participants" page
5. filter to select group 'twenty-two'
6. click on 'select all 22 users'
7. note that all users in the course are selected, even if they are not in the group. The filter is no longer on.
