iOS 11.3 broke Moodle drag-drop question types

      Create a quiz with three questions, one each of types drag drop into text, drag drop into image and drag drop markers. Put all three questions on one page.

      As an enrolled user on the course containing the quiz, go to the quiz on a mobile device using iOS 11.3 and start the quiz.

      Check that it is possible to move the markers on each question type via touch movements without the whole page scrolling.

      Also test in some other browsers and mobile devices.

      It looks like Apple have done something in iOS 11.3 which broke the drag-drop question types. See this forum thread: https://moodle.org/mod/forum/discuss.php?d=369137. My colleague Mike Griffiths at the OU has verified that. iOS 11.3.1 does not fix it. I guess we need a work-around.

      The symptoms are that when you try to drag something, the screen scrolls instead. It behaves slighly differently depending on whether you try to scroll horizontally or vertically first.
