Setup Login as admin. Access to "Site administration | Privacy and policies | Policy settings". Set "Policies (tool_policy)" as Site policy hander. Create several policies (ex. p1, p2, etc.) and set them as active. Create a user (ex. s1). Testing scenarios Login as s1. make sure in the footer you can see  the 'Policies' link. Read all the policies (2), click the next button and accept them. Go to Private files (/user/files.php). Click on the 'Policies' link which is located in page footer. In the 'List of active policies' page make sure you can see the 'Go back to previous page' link. Click on the 'Go back to previous page' link. make sure you are directed back to the Private files page. Navigate manually to the url ' admin/tool/policy/viewall.php ' make sure the 'Go back to previous page' link is not displayed.
