utf-8 import in a windows environment

      Description

      Bulkupload:

      Importing textfiles from a windows-pc raises problems, because a windows pc normaly produces ascii ...

      When you save a textfile with windows-notepad, the first sign is WRONG and bulkupload will stop, with the message username is not a valid field ...(looking in the code there is not username but username with a sign? in front.

      You have to copy the text direct from excel into notepad2 save as utf8 and this will work for all signs ...

      Is there no possibility for importing datas to select an import code?

      You may get an Testfile (Excel with some strange signs (German and Hungarien)

      The same happens with GIFT Import

          As I mentioned in the forum, this is actually tricky. There isn't (as far as I can tell) a definitive list of encodings in Moodle already, and if you try and create one it is huge, AND it varies depending on the multi-byte string library you happen to have installed.

          I came up against this for quiz importing (as you mention) - my vote is to leave it as it is, but to document ways to handle utf-8 conversion more easily.
