We are testing the Moodle upgrade to 3.5 in large site (more than 170.000 user) and instalation return the follow error:

Debug info: number of parameters must be between 0 and 65535

Our environment are:

Linux RedHat 7
PHP 7.1
Apache 2.4
Postgres 9.6

This issue likes related with ~~MDL-53425~~: When reset all user dashboard in a large site.
