Feedback comments should allow teacher to upload files in Atto editor

    Description

      I'm very confused why teacher cannot upload files in the Atto editor of the feedback comments when grading assignments. That means the toolbar buttons in feedback comments are less than forum posts. 

      However, the feedback comments of a question in a quiz has the same buttons as that of forum posts.
