Hi,
When Moodle check if a new moodle version exist, you got notification on your Moodle site + email.
Moodle also check if new version of all your plugins exist and you got notification too.
You can chek in "/admin/environment.php" if your server got all needed for the next Moodle version.
But you have to go in each plugin page here : "https://moodle.org/plugins/" to check if all your plugins allow this new version of Moodle.
I'm update my Moodle by GIT, and when first step is done, Moodle check if plugins versions exist for the new moodle version... but too late ! (so it's possible...)
It could be usefull to have this verification before making the update, in the moodle update notification. Message like " A new version of Moodle exist and all your plugins are ready to welcome it ", or "A new version of Moodle exist, but some of your plugin are not tested yet : plugins details".
