Predefined tags are not appearing in Question Tag dropdown

Create a set of predefined tags with Tag Manager.

Assign that set of tags to questions.

Set the option to either Suggest or Forced.

Create a new question or open an existing question.

Go to tag section and click on drop down.

No predefined tags are listed.
