atto_recordrtc does not work (record and playback) in Safari (desktop and mobile)

      Testing requires Safari 12.1 or later:

      1. Enable MediaRecorder support: this is actually an experimental feature that can be enabled in Safari under Settings > Advanced > check "Display Develop menu", then in the Develop Menu > Experimental Features > enable "MediaRecorder".
      2. Create a new forum post
      3. Using the atto editor, create an audio recording and save it to the forum post
      4. Using the atto editor, create a video recording and save it to the forum post.
      5. Save the forum post
      6. View the forum post and make sure both recordings play properly

      Repeat the above test with other supported browsers to verify that nothing was broken.
