Add ability to disable the output of any course images / course patterns on the Dashboard blocks

      Test with course images switched on

      1. (Test in Theme Boost and Clean)
      2. Login as admin
      3. Go to Site administration -> Appearance -> Courses
      4. Verify that $CFG->courseoverviewfileslimit is set to at least 1
      5. Go to a course
      6. Go to the course settings
      7. Upload a course image
      8. Verify that you are enrolled into the course
      9. Go to the Dashboard
      10. Add the course overview block to the Dashboard (if it is not placed yet)
      11. Add the recently access courses block to the Dashboard (if it is not placed yet)
      12. Add the starred courses block to the Dashboard (if it is not placed yet)
      13. Verify the course image is shown in all three blocks

      Test with course images switched off

      1. This test needs to follow on the results of the previous test
      2. Go to Site administration -> Appearance -> Courses
      3. Change $CFG->courseoverviewfileslimit to 0
      4. Go to the Dashboard again
      5. Verify neither the course image nor any color pattern is shown in any of the three blocks

    Description

      Please add the ability for teachers and students to disable course images in the Moodle 3.5 dashboard, or revert to the legacy course overview block.  This would allow those users who wish to disable this feature the ability to do so.  Teachers with a large number of courses may especially may want to do this in order maximize the amount of useful information on their dashboard.
