Boost not using extend_navigation_category_settings callback

      1. Go to  Site administration > Courses > Manage courses and categories
      2. Click on gear icon for a category
      3. Verify that you see "Competency frameworks" under "Restore course"
      4. Create a course in that category and then delete it
      5. Click on gear icon for the category
      6. Verify that you see "Recycle bin" under "Competency frameworks"

      Description

      The Navigation API has a callback to allow plugins to inject actions for categories in the "Manage courses and categories" section of Site Administration:

      But this callback is not being used when using the Boost theme. We would like this callback to be used to display these extra actions in the gear icon for a category.
