Observe the Group dropdown list increase from 8 -> 20

Create a Question with Question type "Drag and Drop into Text"

Observe the Group dropdown list still 8, not 20.

Currently it was hard codeto 8 groups

In some case we need to change it to 20, but it is not possible now

We can change the limit to 20 groups or make a admin setting for this
