The htmleditor form element (lib/form/htmleditor.php) is not used anywhere in core (instead we use the editor element).

Discovered while testing

MDL-50225 Properly deprecate print_textarea()

has a non-specific relationship to

MDL-62982 Remove the lib/form/htmleditor.php element
