Add suspended user into the activity completion report

      1. Create 1 course and 2 users.
      2.  Enroll the 2 users into the course
      3. Suspend only 1 users
      4. Set up an course completion condition (/course/completion.php?id=)
      5. Go to COURSES > report > Course completion (report/completion/index.php?course=)
      6. The suspended users should appear if you change the value of the report_completion | onlyactiveuser (/admin/settings.php?section=report_completion_settings)

      Description

      Hello I would like to see the suspended user into the course completion report.
      I try to change the to set the parameter grade_report_showonlyactiveenrol to false but the suspended user didn't show up...
      So I investigate into the source code and add a parameter "moodlecourse|report_completion_onlyactiveuser" to allow the user to show the suspended user into this kind of report.
