Have user/selector/search.php create an event on search

When searching for users in the standard dialogue it would be very useful for the search to generate an event.

When external authentication is employed potential users may not have existing users in Moodle. 

This provides the potential to extend the search beyond Moodle by creating any "missing" accounts.
