MDL-47962 made improvements to the filter_phrases function, and the filterobject class, to improve performance in filter_glossary. The other core filters should have similar improvements made.

However, the MDL-47962 change has got big enough, so I am splitting this into a separate issue. Also, the other filters are typically less likely than Glossary to be a performance issue.
