Since using Moodle at our university (from Moodle 1.6 on) we had the messaging feature disabled but teachers could contact the participants by sending email messages from the participants list. This feature has been used widely.
Since our recent update to version 3.5 this feature is gone or broken. When teachers try to send participants a message, they get notified the "messaging is disabled".
From comments on issue MDL-59410 i think this must be a bug. There is also a forum entry on this issue: https://moodle.org/mod/forum/discuss.php?d=372801
