Do not display "Send a message" option in course participants list if messaging is disabled site-wide

    Description

      This option should not be visible if messaging is disabled in the Moodle site.

       

      Since Moodle 3.5 (to be verified), the "Send a message" feature from the course participants list uses send_instant_messages() from message/externallib.php via ajax. This fails if $CFG->messaging is set to disable messaging on the Moodle site.
