Atto: Always show shortcut keys on hover

      1. Checkout branch and purge your Moodle cache
      2. Go to a course
      3. Turn editing on
      4. Create new label and look at the Atto editor
      5. Hover over Underline
      6. Verify that you see the shortcut key "Italic [Cmd + i]" (if on Mac).
      7. Verify that the whole button has the shortcut key text

      Hovering over the icon will just give the name of the button, hovering on the side of the icon but still on the button will give the name of the button and also the keyboard shortcut.
