[MDL-63582] Select / dropdown menu fits whole space - Moodle Tracker

Testing Instructions:

Use the boost theme.

Create and assignment that allows file submissions.

As a student upload a file to the file picker for the assignment.

Before submitting the file, click on it again in the file picker.

In the file dialogue verify that the select field for "Choose license" is contained within the modal window.

Go to your profile

Click 'Edit profile'

Cross check other pulldown select fields do not take up the whole width.

It's a regression of ~~MDL-62930~~. The better solution of this closed issue would be to resize the select field when there's not enough space.
