Run php admin/cli/uninstall_plugins.php and read instructions.

Test each option in the instructions and make sure it works as expected

Try removing auth_none or mod_forum with:

php admin/cli/uninstall_plugins.php --plugins=auth_none

php admin/cli/uninstall_plugins.php --plugins=mod_forum

Verify that you get a message saying "Can not be uninstalled:" followed by the plugin details.

Currently there is no way to uninstall plugins via CLI.
