Download files in grading table via keyboard

      Affected places:

      1. As a teacher, view a students submission files on the "View all submissions" page in assignment.

      2. As a teacher, view the files attached to a wiki page.

      3. As a teacher, view the files uploaded to a folder activity.

      4. As a teacher, view the files the "private files" block on your dashboard page.

      Repeat this test for each of the affected places.

      Test

      1. For each file area make sure there are at least 2 files and a folder with an additional file in it. 

      2. Use the tab key on the keyboard to move "focus" until the first file is focused.

      3. Press the enter key on the keyboard.

      4. Verify the file that has "focus" is downloaded.

      5. Repeat steps 2, 3 and 4 for each of the 3 files in the file area.

      Attempted in Boost theme.

      1. Log in to Moodle and navigate to an assignment with a file submission
      2. view the grading table
      3. tab through the buttons until you reach the file submission
      4. Attempt to download it using keyboard only (ie hit return)

      It is not possible to download the file, although all other elements will open or navigate with <enter>
