To replicate:

• Log in as an course manager
• Click on participants list
• Click on student's profile
• "Log in as"
• Click on any assignment
• The resulting screen shows a grade and comments, but no link to the file and the ability for the course manager to upload a file. No link to the current file is present.

I have confirmed this using a test account also: a student uploads a file and it is available to them as a download until such time as it is graded. Once it is graded, they can no longer see the file, but they are STILL given the option to upload another file. (I would have thought that even with "allow resubmitting" set to "Yes", that once the assignment was graded, no more uploads were possible. However, this does not seem to be the case, and is possibly a separate issue, but I was under the impression that this is how it has worked in the past).

I have tried turning off "allow resubmitting" and this removes the option to resubmit a file once graded (or once uploaded), but still no link to the uploaded file is visible.
