There should be a capability to control use of the Atto Record RTC button

      For this test, you need to do things as both Admin (alter permission) and Student (see the effect of those permissions). Therefore, I suggest you use two separate browser windows.

      1. Log in as a student.
      2. Go to any Forum.
      3. Start writing a new discussion.
      4. Verify that in the editor, you have both record audio and record video buttons.
      5. As admin, go to Admin -> Users -> Permissions -> Define roles.
      6. *Verify that the 'Record audio directly into the text editor' and 'Record vidoe directly into the text editor' capabilities are shown in the list.
      7. Edit the 'Authenticated user' role to remove the 'Record audio directly into the text editor' capability.
      8. As student, reload the start discussion form.
      9. Verify that now only the 'record video' button appears.
      10. As admin, In the course that the forum is in, go to Settings -> Permissions.
      11. Verify that the two new capabilities are shown in the list
      12. Remove the 'Record video directly into the text editor' capability from the Authenticated user role.
      13. As student, reload the start discussion form.
      14. Verify that neither record button appears.
      15. As admin, in the Forum, go to Forum settings -> Permissions.
      16. Verify that the two new capabilities are shown in the list
      17. Add the 'Record audio directly into the text editor' capability to the Student role
      18. As student, reload the start discussion form.
      19. Verify that now only the 'record audio' button appears.

    Description

      We would like to do a phased roll-out of this new feature (e.g. only make it available to certain roles, or in certain activities or courses.)

      Therefore, it would be good if there as a capability to control use of this plugin.
