Change background of header on dashboard to match background colour

      Test on theme Boost only, in these testing instructions you will add a background image so this change becomes more visible.

      1. Log in as admin.
      2. Navigate to Site Administration > Appearance > Themes > Boost.
      3. Add a background image (sample provided in this issue).
      4. Navigate to your dashboard.
      5. Verify there is no white background for the page header
      6. Navigate to any course
      7. Verify the page header is visible and has a white background.

    Description

      We've changed the background colour of the dashboard in this issue MDL-63042 and then removed the header in this one MDL-63040 which has made the dashboard look really nice.

      However it has left the background of the header with a white background that looks a bit out of place. See .

      Since there is no longer any content in the header it would look nicer if the background colour of that element matched the background colour of the dashboard page. See
